Rochester Housing Announces Public Hearing and Comment Period for Proposed Housing Policy Update

A public hearing is scheduled for Monday, September 28, from 9-10 a.m.

ROCHESTER, N.Y. — August 13, 2026 — The Rochester Housing Authority (RHA) is announcing the start of a 45-day public notice and comment period for proposed updates to its Housing Choice Voucher (HCV) Administrative Plan and Public Housing Admissions and Continued Occupancy Policy (ACOP).

Residents and community members are encouraged to review the proposed changes and provide feedback before the policies are finalized.

The proposed updates incorporate current U.S. Department of Housing and Urban Development (HUD) requirements and guidance, including provisions of the Housing Opportunity Through Modernization Act of 2016 (HOTMA).

HOTMA represents a significant update to federal housing program requirements. As a result, proposed revisions appear throughout the Administrative Plan and ACOP and address areas including income calculations, asset limits, eligibility, verification standards and reexamination requirements. HUD will begin enforcing full compliance with Sections 102 and 104 of HOTMA for applicable public housing agencies beginning January 1, 2027.

The Administrative Plan establishes the policies and procedures governing RHA’s Housing Choice Voucher program, while the ACOP establishes the policies and procedures governing its Public Housing program. Updating these documents helps RHA remain aligned with federal requirements while supporting clear, consistent and equitable administration of its housing programs.

In accordance with HUD requirements, RHA is providing a 45-day Public Notice period beginning August 12, 2026, to solicit comments from residents and the public on the proposed changes.

A Public Hearing will be held on Monday, September 28, from 9-10 a.m. at RHA’s administrative office at 675 West Main Street, Rochester, NY.
